    For the first time in Fort Collins history, the community is facing limits of further outward, physical expansion. In the 2004 update of City Plan (the City’s comprehensive plan), it was reconfirmed one of the ways to accommodate future community growth is through the creative recycling of vacant and underutilized land. Redevelopment and infill can help revitalize aging commercial areas, contribute to the vitality of our Downtown area and add variety to our housing opportunities. Experience has shown, however, redevelopment and infill projects frequently encounter particular challenges - obsolete structures, contamination, poor access to utilities, public opposition, etc. impeding development.

Redevelopment means:
-more intensive use of existing underused buildings and sites (often including building additions and floorplan reconfiguration);
-rehabilitation of historic buildings for new uses;
-removal of existing building(s) and replacement with different buildings, often which are larger and contain more intensive uses.

Infill development means the development of new housing or other buildings on scattered vacant sites in a built-up area.

The REFILL Fort Collins project has resulted in revised City Codes and administrative policies that ensure exemplary redevelopment and infill projects become a reality.
