Southwest Annexation - Stormwater Monthly Rates
PLEASE NOTE that stormwater fees will be phased-in over five years to lessen the impact on property owners. During the first year that your property annexation takes place, only 20% of the fee will be charged. Year two will be 40%, and so on until the full 100% of the fee is reached.

Monthly stormwater rates pay for construction and maintenance of the stormwater system to better protect Fort Collins during storms and floods. All developed properties within the city limits pay stormwater rates. Please note, however, that for existing developed subdivisions, there is no stormwater charge for pervious (grass) open space and common areas.

Based on current City Code, stormwater monthly rates for single family residential and commercial lots are based on:

  • Lot Size in square feet. Single-family residential or agricultural lots larger than one-half acre may be assessed a reduced fee or no fee for any portion of the lot or parcel in excess of one-half acre if the Utilities' General Manager determines that the fee reduction is warranted by the land use and runoff characteristics of the lot or parcel.
  • Base Rate is $0.0041454 per square foot. The base rate is reduced to $0.00103635 for that portion of single family lots in excess of 12,000 square feet.
  • Rate Factor is based on percentage of impervious area, which means ground that does not absorb water, such as buildings, parking lots and concrete surfaces. Rate factors vary between 0.25 and 0.95 depending on the development. For estimation purposes use 0.25 for large residential lots, 0.4 for standard size residential lots, and 0.8 for commercial.

Monthly stormwater charges for single family residential lots in the proposed Southwest College Annexation are estimated to vary between $13.00 and $21.00 per month.

Examples of Single Family Residential Monthly Bill Calculations:

  1. Standard Size Lot: 8,600 square feet with light run off
  2. Formula:

    Lot Square Footage x Base Rate x Rate Factor = Monthly Stormwater Bill
    8,600 sq ft x $0.0041454/sq ft x .4 (light runoff) = $14.26/month
  3. Residential/Agricultural Acreage: 3 acre (130,680 square foot) residential parcel with very light run off
  4. Since this parcel exceeds ½ acre, the Utilities' General Manager determines that a fee reduction is warranted by the land use and runoff characteristics of the lot. Based on the Manager's determination, the fee is to be "prorated" and based on one acre or 43,560 square feet.

    Further, the base rate is reduced to $0.00103635 for that portion of the "prorated" lot in excess of 12,000 square feet.

    Based on the above assumptions the formula for the three acre parcel is as follows:
    [12,000 sq ft x $0.0041454/sq ft x Rate Factor] plus [("Prorated" Lot Size - 12,000 sq ft ) x ($0.00103635 /sq ft ) x Rate Factor] = Monthly Stormwater Bill

    [12,000 sq ft x $0.0041454/ sq ft x .25 (very light runoff)] = $12.44 plus

    [(43,560 sq ft - 12,000 sq ft) x $0.00103635/ sq ft x .25 (very light run off)] = $8.18

    or $12.44 + $8.18 = $20.62 / month

Example of Commercial Monthly Bill Calculation: One acre (43,560 sq ft) lot with heavy runoff

Formula:
Lot Square Footage x Base Rate x Rate Factor = Monthly Stormwater Bill
43,560 sq ft x $.0041454/ sq ft x .8 (heavy runoff) = $144.46 /month
Commercial properties stormwater charges will vary depending on the land use. Monthly costs will be higher or lower based on the percentage of impervious area (rate factor) and lot size.

Future Rate Adjustments

No stormwater rate increases are anticipated in the foreseeable future. City Council may consider a Code change to phase-in the collection of the stormwater fees over a period of about five years for newly annexed customers. The phase-in of the fees would apply to previously developed property annexed to the city.
