When the Citizen Review Board receives notice that an investigatory file is being forward to the Board for review, the Chairperson of the Board randomly selects four members of the Board to serve as the review subcommittee.  A separate review subcommittee is selected for each separate review.  Of the four subcommittee members selected, one is designated to serve as a substitute who participates in the review process, but does not participate in any recommendation vote of the subcommittee unless one of the other three members becomes unable to participate and vote.
