Liquor licenses are issued by the State and the City of Fort Collins. The City cannot issue the local license until the State has reviewed and approved the application and issued the State license.

The Municipal Judge acts as the Liquor Licensing Authority. Hearings are generally held twice a month at 215 North Mason (1st floor).

The Deputy City Clerk administers the liquor licensing program and works directly with each applicant to prepare their application before appearing before the Judge.

When down loading applications, please read through the document checklist. You MUST complete every item on the document checklist. If you have any questions as to whether or not it applies to you, please call 970-221-6315.

Please allow at least 60 days for all applications. If your application is required to appear before the Liquor Licensing Authority, this time frame could easily be extended. Applications (such as Special Events Permits, Change in Corporation or Limited Liability Company) that are administratively approved require extensive staff review and could take longer than 60 days.

New Application

You will need to apply for a new liquor license if no license currently exists at the premise you are considering.

Transfer of Ownership

If there is currently a liquor license at the premise you are considering, you will need to apply for a transfer of ownership.

Modification of Premise

After a license has been issued, a licensee shall make no physical change, alteration or modification of the licensed premises without prior approval. The Colorado Code of Regulations has a list of what is considered (or not considered!) a modification of premise (Regulation 47-302).

Temporary Modification of Premise

A temporary modification of premise allows a licensee to temporarily extend the licensed premise. The area proposed must be contiguous to the existing licensed premise.

Manager Registration (Hotel-Restaurant & Tavern Liquor Licenses Only)

Each hotel-restaurant or tavern liquor licensee shall manage or have a separate and distinct manager and must register the manager of each premise with the City. No person can be registered as the manager for more than one hotel-restaurant or tavern liquor license. If the registered manager ceases to be the manager, the licensee must notify the City within 5 days and designate a new manager within 30 days.

Manager Registration (3.2% Beer, Beer & Wine, Retail Liquor Store, Club & Brew Pub Licenses Only)

These applications are approved administratively by the Deputy City Clerk.

Change in Corporation or Limited Liability Company

Any change to stockholders with a 10% or greater ownership interest, as well as officers, directors, managing members and members must be reported to the City. If you are adding anyone new, they will need to complete an Individual History Record and be fingerprinted. These applications are approved administratively by the Deputy City Clerk.

Renewal Application (Replacement for State Form)

Use this form only if you have misplaced the State form to renew your liquor license. The renewal application, the State check AND the City check must ALL be submitted to the City Clerk's Office, P.O. Box 580, Fort Collins CO 80522 or in person at 300 LaPorte Avenue, Fort Collins. Generally, these applications are approved administratively by the Deputy City Clerk.

Duplicate License

You are required to post your City and State liquor license where it can be seen by the public. Complete this form if you have misplaced your State liquor license. The State requires a $50 fee; however there is no fee to replace the City license.

Corporate or Trade Name Changes

Any changes to an establishment's trade name (the name that the public sees on the outside of the premise) or corporate name changes must be reported. The State requires a $50 fee; however there is no fee for the City. These applications are approved administratively by the Deputy City Clerk.

Special Events Permit

Only non-profit organizations are eligible to apply for a Special Events Permit. Generally, these applications are approved administratively by the Deputy City Clerk.

Bed and Breakfast Permits

A bed and breakfast permit is available for an establishment that serves only complimentary alcoholic beverages to their guests, has no more than 20 sleeping rooms, provides at least 1 meal per day at no charge (other than for overnight lodging), does not sell alcoholic beverages by the drink or in sealed containers, and does not serve alcoholic beverages for more than 4 hours in any 1 day. Generally, these applications are approved administratively by the Deputy City Clerk.

Change of Location

Prior to moving your establishment (to another location within the city limits), you must complete this application.

Art Gallery Permits

An art gallery permit is available for an establishment that serves only complimentary alcohol beverages and is not a license to sell alcohol beverages. An art gallery is any business whose "primary purpose" is the display and sale of works of fine art and precious and semi-precious metals or stones may apply.

Tastings Permit (for Retail Liquor Store Licensees Only)

Beer and wine tastings are authorized to be conducted on the licensed premises of a retail liquor store licensee or of a liquor-licensed drugstore located within the City of Fort Collins.

Surrender of License

Any licensee that wishes to surrender their license may do so by sending a completed form and the State and City license to Aimee Jensen, City Clerk's Office, P.O. Box 580, Fort Collins CO 80522.
