Spin: E-Bike and E-Scooter Share#
Fort Collins selected Spin to operate the e-bike and e-scooter share program in July 2021. Download the app to check out a vehicle and start your trip.

- Already have Lyft or Bird downloaded? You can rent a Spin through these apps, too.
- Enter your payment information.
- No credit card? Check out Spin Access! (See below for more information.)
- Use the map in the app to find an e-scooter or e-bike near you.
- Follow the instructions in the app to start your ride and end your ride.
- If you had a problem during your ride, note the vehicle number and report it in the app. Spin will refund charges incurred incorrectly and may reward you with ride credits for reporting problems.
- Download the Spin app on your smartphone.

Eligible residents can receive discounted rates through Spin Access by providing proof of income or enrollment in city, state, or federally funded programs (for example, SNAP/EBT). Discounted rates are 50 cents to unlock the device and 10 cents per minute (rates may change). Sign up for Spin Access through GetFoCo.

The regular rate is $1 to unlock an e-bike or e-scooter and 40 cents per minute. Pass prices and structures may change, so check your app for the most current!
There are two geographic-based discount rates:
- On CSU campuses, the rate is $1 to unlock and 30 cents per minute
- Trips that begin in Equity Zones are free for up to 30 minutes
For longer rides or repeat users, consider a pass:
- 30-minute ride: $8.99 Valid for 24 hours. Free unlock. Unlimited rides.
- Monthly Pass: $5.99, the first 3 minutes are free with free unlock on one ride per day for 30 days.

Free/Discount Zones#
Rides that start in discount zones are 30 cents/minutes.
Rides that start in free zones are free, for up to 30 minutes.

Spin has an adaptive bike delivery program for anyone who can't ride the e-bikes or e-scooters. Request an adaptive bike (trike, recumbent trike, or handcycle) via webform or email fortcollinsops@spinteam.pm. Spin staff will deliver the device to the requested location and riders can check out the adaptive bikes at no cost.

Want to take visitors on a ride and not sure there will be enough Spin e-bikes or e-scooters near you? Email fortcollinsops@spinteam.pm and let them know how many, what type, what day, and the location.
You can use the Group Ride feature to rent up to 5 e-scooters on the same account. This feature is not available for e-bikes.

Spin uses geofencing to regulate the speed and operations of e-bikes and e-scooters.
- E-bikes are limited to 20 mph and e-scooters are limited to 15 mph. In slow zones, the limit is 8 mph.
- Paved trails are no-ride zones for e-scooters, except Mason Trail (Mason Trail is under Streets management, other paved trails are under Parks management). The motor will cut out and an alarm will sound if you are on a no-ride trail. E-bikes are limited to 15 mph on paved trails.
- Soft-surface or dirt paths like those in natural areas are no-ride zones.
- Some areas, like Foothills Mall, are no-ride zones. Some areas, like Downtown Fort Collins, are no-park zones.
- E-bikes and e-scooters are not allowed on Transfort city buses. Transfort passengers may bring personal scooters onboard buses if the scooter can be folded. The scooter must remain folded while on board the vehicle and placed in front of the passenger or under the seat. Scooters must not block aisles, exits or otherwise empty seating. They must also not encroach into other passenger areas or personal space.
- Earn $1 credit toward your next ride when you end your ride in a bike/scooter box.

Shared E-bikes and E-scooters: A Study of Barriers Created by Shared E-bike and E-scooter Parking and the Effects of Countermeasures to Address Barriers
E-bike and e-scooter share is a public transportation option that advances Fort Collins’ climate change goals and offers many benefits to riders. However, residents raised concerns that improperly parked e-bikes and e-scooters may impede accessibility. To better understand the issues of barriers, we conducted a study of parked shared e-bikes and e-scooters, paying particular attention to issues that could impact people with disabilities. We observed parked vehicles in Fall 2022 and recorded whether vehicles were barriers. We then developed and implemented parking countermeasures such as providing more places to park, educating riders on proper parking, imposing penalties for improper parking, and encouraging reporting of improper parking. We observed parked vehicles again in Fall 2023 after implementing parking countermeasures and found a 12% reduction in parked vehicles that were a barrier after implementing countermeasures compared to before.

Spin ridership has consistently outperformed ridership of previous shared micromobility programs in Fort Collins, but Year 3 saw ridership decline as prices increased in response to industry transition from venture-capital backed to self-sustaining business. Spin, City staff, and CSU staff made strides in parking management and increasing the equitability of Spin for people with low income and people with disabilities. Spin continues to be a valuable community partner, supporting CSU and City tours, events, and demos.

History of bikeshare and scootershare#
From Pace to Bird to Spin: A short history of micromobility in Fort Collins
- 2008: Bike Fort Collins opened the Fort Collins Bike Library, a fleet a bikes of all sizes (including striders and even bike trailers) that could be rented at one of two locations in Old Town Fort Collins. Bikes could be rented by the hour, or even up to several days. It became very popular not only among residents to use for weekend rides, but tourists visiting the area, particularly as a means to tour all of Fort Collins’ great local breweries. The City of Fort Collins contracted with Bike Fort Collins to operate and deliver the FCBL service, and it is considered by many to have helped pioneer bike sharing regionally and nationally, evolving and ultimately leading to the formulation of the more popular bike share model that is known today.
- The Fort Collins Bike Library Alternatives Analysis (2012) analyzed long-term sustainable options for bike sharing.
- EPA Technical Assistance (2013): included a workshop with bike sharing experts and summary memo with options for implementing bike sharing.
- The Bike Share Business Plan (2014) laid out the vision for a phased future system, as well as an assessment of demand, costs, and steps towards implementation.
- 2016 to 2020: Pace operated bike share in Fort Collins until its parent company Zagster went out of business.
- 2019 to 2021: Bird offered e-scooter share as a pilot program. Data from the pilot trial is available on the Bird E-Scooter Share Program Data Dashboard. A report on the pilot trial was presented to City Council in March 2021.
- 2021: Spin won the bid to operate e-bike share and e-scooter share in Fort Collins on a one-year contract renewable up to five years.
