Two Deceased Found in Tunnel, Fort Collins

At approximately 3:30 a.m. on February 3, 2025, FC 911 received a report of two deceased individuals in a storm drainage tunnel under College Avenue in Fort Collins, CO. Fort Collins Police Services (FCPS) responded to the scene to investigate.

The informant found the two individuals unresponsive in a tent that was set up inside the tunnel. Responding law enforcement and EMS personnel believe the two individuals likely gained access to the tunnel by crawling under safety gates at the opening. Due to the confined space inside the tunnel, Poudre Fire Authority (PFA) fire and HAZMAT teams were called to assist with air quality assessments. FCPS conducted an investigation and PFA conducted a confined space operation to safely extract the deceased. The two individuals were previously contacted on several occasions by members of the Homeless Outreach and Proactive Engagement (HOPE) team in an effort to direct them to various City resources.

“Our city is committed to safeguarding the public, which is why safety barriers and access restrictions like the ones at the tunnel are in place. These measures are designed to protect against both known and unforeseen hazards,” said FCPS Assistant Chief of Special Operations, Kristy Volesky, who oversees the HOPE team. “We are sorry for the loss of these two and urge everyone to respect these barriers, remembering that there are shelter resources available throughout the city — there is no need to risk your safety by seeking outdoor shelter in the winter elements.”

Due to the emergency response required, one southbound lane of College Ave. was closed for approximately four hours to accommodate emergency apparatus and ensure public safety. Activity in the area is back to normal.

The cause of death and identification of the two individuals will be released by the Larimer County Coroner’s Office.
