Fort Collins Utilities conducts cost-of-service studies to determine the rates customers pay for utility services (electric, water, wastewater and stormwater).
Rates include operational costs, such as billing, capital improvements, PILOTs, streetlights and others. City Council approves rates by ordinance annually or when needed.
